The Savage is built with an extremely hard front rotor. The factory pads are junk from the day they leave the factory. My '97 model has squealed since the day I bought it. I don't use the front brake so it doesn't bother me. Real easy way to cure the squealing is to install a set of SBS brand pads (not all that expensive), and when you install them, use *automotive* disc brake quiet. If you don't know what that is, it's generally a little purple and white packet full of this really sticky grease that you put on the pad backings and the pins that they ride on. This goop will keep the pad from overheating as quickly, allow it to move more freely, and the combination of these two factors will cut down or eliminate the noise.
